The California Air Resources Board (CARB) will hold its third virtual public workshop on Senate Bill 261 (SB 261) and Senate Bill 253 (SB 253) (both as amended by Senate Bill 219) on Tuesday, November 18, 2025, from 9:30 am to 12:30 p.m. (Pacific Time). CARB staff is expected to provide an update on program development, including a discussion of the preliminary list of covered/reporting entities CARB released on September 24, 2025, as well as CARB’s efforts to refine this list to inform development of the initial regulation. CARB staff will propose updated definitions and exemptions and also discuss SB 253's first reporting deadline, as well as the scope of the initial regulation, which is limited to establishing the fee component and associated definitions. Like previous workshops, the staff will take verbal feedback.
